20+ horses are sure to have health issues and their longevity will be waning. You can purchase a horse around 15 that has done it all and has the miles to teach you what you need to know, and is still servicably sound. I would recommend looking in the teenaged years for something that can teach you to jump. Many of these horses have had long show careers and their owners are just looking for a good home with someone who will give them light to moderate exercise without running them into the ground

You could try a grazing muzzle if the grass is really thick and rich. They are still allowed to eat, but it really slows them down. This way you can keep him out and getting exercise on his own and will cut down his hay intake. It is common for horses who remain indoors all day to get hay bellys, which you are trying to avoid. Diet is only part of the solution though, exercise is necessary. Have you ever tried ponying? You should do some research on it, it could allow you to exercise both horses

My first gut instinct was EPM as well, you may want to have a lyme's test run as well. EPM is harder to test for, they do have a blood test now, but Im not sure how good it is. Lymes is easy however with just a blood test, its so rampant on the East coast its becoming an epidemic in some areas. Good Luck!
