If it's a mechanical hackamore--short shanks, curb chain and fleece/leather nose--it can be adjusted several ways depending on the severity. According to Amy Tryon in the May 2007 issue of Practical Horseman, you should adjust the shanks so they sit about 3/4 inch from the bottom edge of his cheekbone...
